Ontario SPCA doesn't appeal puppy mill ruling

Following the ACRB's decision to return the puppies, THS security cameras capture the puppy mill owner leaving the shelter with the dogs crammed into a baby stroller.

On September 11, 2007 the Animal Care Review Board ordered The Toronto Humane Society to return 11 puppies to a puppy mill run out of a 300 sq. ft. high-rise bachelor apartment. A day later the THS officially asked the Ontario SPCA to appeal the ruling. Now the time for the OSPCA to file an appeal is past and the puppies are out of our reach.
