Bill C-355, the Prohibition of the Export of Horses by Air for Slaughter Act, is currently stalled in the Senate, despite disturbing new data from Japan. Between May 2023 and June 2024, 21 Canadian horses died during or shortly after transport—far more than the five fatalities reported by the Canadian Food Inspection Agency (CFIA) since 2013.
Since 2013, over 40,000 live draft horses have been shipped to Japan for slaughter, enduring over 28 hours of travel without food, water, or rest. This horrific practice continues, even after a 2021 mandate from the Prime Minister to ban it. Humane Canada is calling for an immediate investigation by the CFIA and a permanent ban on these exports.

We cannot wait any longer for change. It’s time to take a stand for the welfare of these animals. Toronto Humane Society proudly supports Humane Canada in urging the CFIA to investigate and calling for the Senate to pass Bill C-355 without further delay. But the clock is ticking—and more horses are suffering as time runs out.
Please join us in this fight by sending a letter to the Senate and the Prime Minister, urging them to pass Bill C-355 and end the live export of horses for slaughter.
Together, we can ensure that no more horses suffer on the journey to slaughter. Let’s help Canada fulfill its commitment to animal welfare and end this cruel practice once and for all.
